HSM435-Hurricane Katrina attack and 911 terrorist attack was as a result of inadequate response by the national response plan. Hurricane Katrina occurred four years after the attacks of 9/11 and three years after the subsequent creation of DHS. Also, the attacks took place one year after the DHS had created a National Response Plan. The comparison between Hurricane Katrina and 911 is evidence of the inadequate response by homeland security. The inadequate response arose from a failure to manage several risk factors. There was enough warning of the Katrina threat that declarations of emergency were made days in advance of landfall. Responders, however, failed to convert the information into a preparation level appropriate with the scope of the impending disaster. The intergovernmental response system was responsible for the aftermath of the HSM435-Hurricane Katrina attack and the 911 terrorist attack.

LESSONS LEARNT FROM THE HURRICANE KATRINA AND 911 TERRORIST ATTACK
The teachings of the HSM435-Hurricane Katrina attack and the 911 terrorist attack are that we cannot choose the type of disaster. The terrorist attacks of September 11 transformed the government strategies in a comprehensive effort to defeat terrorism. The National Preparedness System must emphasize preparedness for all hazards to prevent accidents like the Hurricane Katrina attack. Most of the capabilities necessary for responding to natural disasters are also vital for responding to terrorist incidents. Yet, for a variety of reasons, much of the Federal government think about terrorism and natural disasters as different. The government thinks of the two as competing priorities rather than two elements of the broader homeland security challenge. Despite the comparison between Hurricane Katrina and 911, we must prepare for all hazards.

THE COMPARISON
People should not forget the HSM435-hurricane Katrina attack and the 911 terrorist attack. Additionally, people should not overlook the victims of both tragedies. Hurricane Katrina was the homeland’s security first test to prove themselves after the 911 terrorist attack according to others. However, September 11 was the result of a terror attack while hurricane Katrina was a natural disaster. The tragic tow events also have similarities, which include high death tolls. Another similarity is that in both tragedies there was a possibility of avoiding them. People should not compare both attacks, but the comparison between Hurricane Katrina and the 911 terror attack is evident.
